The drowned hosts are not a haunting. That is the error the coasts keep making and the Tide-Throne corrects: they are an ADMINISTRATION, the sea's own civil service, collecting a debt the surface signed in its oldest ports and has spent three centuries pretending not to remember. The sunken seat is their capital, complete: toll-roads, chancery, muster squares drilled by the patient dead in thousands, and a throne of the first drowned ship, from which the Regent gives the tide its orders and the Massing its patience.
Sunhaven's ledger balancing itself, the polite risings along the ferry lines, the hosts' strange restraint: all of it is policy, and the policy is made here. The raid ties the teeming arc to the Chronicle's spine, because the Regent is not the sea's sovereign, only its steward, crowned with a half-made crown and listening, mid-audience, to the dark behind the throne, where the cave goes deeper than the lamp-fish will light. What the Massing waits on comes from that dark. Kill the Regent and the tide loses its clerk, not its creditor, and the Chronicle's marginal warning stands against the whole campaign: the debt does not die with the collector. Learn the PRINCIPAL, or the sea only appoints another.
