The crown's own work for those who have taken its oath.
Swear to a banner (help allegiance) and the crown will find you work: a ladder of eight ranks from Sworn to Voice of the Crown, and the ranks are PROMOTED BY MISSIONS, never by points alone. Standing opens the door; the mission walks you through it.
THE ENVOYS. Each crown keeps a voice for the sworn at its seat, and they give the chain quests: Warden-Envoy Maldra at Caer Vaneth's throne, Clerk-at-Law Veydan at Thornhold's, Crown-Factor Iselle at Sunhaven's, and the Herald of the Old King in Ashfall's crypt, whose presence is also where the ash banner is sworn. Speak to them; they answer the words their quests name.
THE SHAPE. Roadwarden (rank 2) and Bannerman (rank 3) each open with a chain quest from the envoy (the 2.1 and 3.1) and close with a finisher taken through allegiance mission at the seat (the 2.9 and 3.9). From Guard of the Seal (rank 4) up to Voice of the Crown the finishers are GROUP MISSIONS, open only to sworn members of the same kingdom standing together, and they point at the raid seats whose canon carries that kingdom's arc.
THE HISTORY DEEPENS AS THE ARC DOES. Early segments are errands in the present: hold a road, count a stock-book, run a survey. Each later one reaches further back, until the passes arc ends at the Sealkeep, the second-wall arc at the Unwritten Library, the tide-debt arc at the Tide-Throne, and the ash arc at the bar of the Old King's own Session. Four arcs, one history, and the Chronicle's chapters land in the mission text as the ranks climb.
Missions ride the ordinary quest book: quest shows what the envoy offers and what you carry, quest turnin hands the chain quests back, allegiance shows your rank and standing.
