How a round actually resolves.

In order: a to-hit roll, then a chance to BLOCK or PARRY it entirely, then armour mitigation, then damage-type resistance, then whatever is left.

DISTANCE MATTERS. Bows and spells reach; a dagger does not. advance closes on a foe who is keeping away, retreat opens the gap. Some creatures telegraph a heavy blow, that is the moment to move.

GUARDS. A shield is the best defence and the classes trained to it block far better. A two-handed weapon parries instead, worse than a shield but far better than nothing. Two weapons parry too, favouring the quick classes. See help pvp for the numbers, which differ against players.
