The mill went under in the treaty's first decade, when the river was dammed to water a royal seat that the onslaught had already made a memory: the orders were signed, the kingdom that signed them was ash, and the water rose anyway, because nobody with authority was left to countermand a dead crown's paperwork. The village drowned obedient and entire, and that obedience is the horror of the place: nothing here rebelled, not the millers, not the mill, not even the water.

The wheel still turns. The dead still work. The Chronicle's scholars come back from the Tailrace with the same question the raiders bring out: if a drowned village keeps its living shape this perfectly, three centuries deep, what else beneath the world's waters is still holding its breath and keeping its rota? The drowned hosts massing under the sea lanes give one answer. The Mill gives an earlier, smaller, homelier one, and it is the one that keeps the scholars up at night.
