The Hall of Lore is written in two places, and Wardens hold the pen for one of them.
FILE TOPICS live in the repository (world/help_topics.py) and are the curated voice of the game: every topic a new player reads, every class, every system. They change by commit and reach the server on the next pull; `lore push` carries them to the website.
DATABASE TOPICS are written in play: hcreate <topic> opens a new one, hedit <topic> changes it, hdelete <topic> removes it. Use them for what is true of this server and this season (a Keeper's notice, a running event, an answer everyone keeps asking) rather than for canon, which belongs in the file so the website and the game never disagree.
House rules for anything a player will read: no em dashes, descriptive prose, every fact checked against the live module. A category of Building, Admin or System keeps a topic on the staff side; anything else is player-visible.
