What you can do, and why it sometimes fails.
PROFICIENCY IS NOT ACCURACY. A weapon at 100% proficiency does not mean every blow lands. Proficiency governs MASTERY: how often you fumble a swing or botch a skill outright. A novice botches roughly one attempt in five; a master almost never does.
SPELLS CAN BE MISRECITED the same way, and a fumbled recitation is a wasted casting. Both improve with use, not with levels alone.
COOLDOWNS are shown in the ability list as [8s]. A dimmed (50%) means a skill you kept from a former class, weaker, never useless.
